Sally Messenger is a technical and vocational education and training (TVET) consultant to WorldSkills International (WSI). She has worked on a variety of projects including the development of the WorldSkills Occupational Standards, the revision of the associated assessment system, capacity building and research. Since the start of PISA-VET she has been part of the WSI team supporting the initiative. Before 2012 Sally was Director of Portfolio Management & Development for City & Guilds (vocational awarding body), following other roles within the Group, including Director of Professional Development at the Institute of Leadership & Management. Her earlier career included the National Council for Vocational Qualifications, and teaching in further, adult, and higher education where she also undertook research. She holds a PhD in vocational assessment and an MSc in education management.
