Rukaiya el-Rufai, Special Advisor to the President on the National Economic Council and Climate Change in the Office of the Vice President, Abuja, Nigeria Rukaiya el-Rufai is a chartered accountant specializing in sustainability, climate policy, and fiscal governance. She currently coordinates Nigeria's Human Capital Development Project 2.0 and advises on national economic planning and climate change. Previously, Rukaiya was a partner at PricewaterhouseCoopers (PwC) in Abuja, where she led the sustainability and climate change practice, serving as ESG Platform Lead and Net Zero Lead for the West Market Area. She also held senior roles at Deloitte & Touche, where she pioneered the ESG strategy, earning the 2018 Deloitte West Africa CEO Recognition Award. Earlier, she worked at KPMG in Management Consulting and led the inaugural Africa Banking Industry Customer Satisfaction Survey. Rukaiya also served as Special Advisor to the Minister of Finance, Budget and National Planning, leading the development of the Strategic Revenue Growth Initiative to boost Nigeria's revenue-to-GDP ratio. She is a member of the Institute of Chartered Accountants of Nigeria (ICAN) and the Association of Chartered Certified Accountants (ACCA), which awarded her the Outstanding Professional Achievement Award. Rukaiya holds a B.Sc. from Ahmadu Bello University in Zaria, an M.Sc. from Oxford Brookes University, UK, and studied at the London School of Economics and Political Science, UK, and the Hertie School of Governance in Berlin, Germany.
