Richard Poulter is a disaster risk finance and insurance specialist with expertise in the design and implementation of financial strategies to build resilience against the effects of natural disasters in low and middle income countries. Richard is a qualified Fellow of the Institute & Faculty of Actuaries in the UK and currently works as the Chief Risk Officer of the Pacific Catastrophe Risk Insurance Company (PCRIC). Richard supports PCRIC with the Company’s underwriting, insurance pricing, reinsurance strategy, capital and risk management, and the development and implementation of new insurance products to build the financial resilience of Pacific Island Countries. Prior to being appointed PCRIC’s Chief Risk Officer Richard worked for 11 years as an international DRF consultant, holding contracts with the World Bank, the Asian Development Bank, and the Red Cross Climate Centre, as well as supporting PCRIC.
