Raoul is the Director of Programme Development at Penal Reform International (PRI). With a strong background in youth participation, juvenile justice, and criminal justice reform, Raoul brings over 20 years of experience to his role. Prior to joining PRI, he served as the director of a Dutch NGO, Young Perspectives (formerly known as Young in Prison), where he played a pivotal role in professionalizing the organization and expanding its reach across Africa, South America, and Europe. Raoul is deeply committed to fostering collaboration and building relatedness among stakeholders dedicated to creating secondary desistance among young people and safe and peaceful societies. Since joining PRI three years ago, Raoul has been instrumental in shaping the organization's new Strategy for 2024-2028, as well as leading program development and fundraising efforts. His leadership continues to drive PRI's mission forward, ensuring impactful and sustainable change in the realm of criminal justice reform.
