Rachel is the Global Managing Director at the Behavioural Insights Team (BIT), where she oversees international operations and leads work on evidence-based policy, institution building, effective leadership, security, international development, and anti-corruption. She is particularly engaged in advancing social innovation and supporting mission-driven approaches, innovation strategies, and team development for BIT's partners worldwide. Prior to BIT, Rachel led a due diligence and investigations practice at an international risk consultancy, advising on fraud, corruption, and security risks. She began her career in the UK Ministry of Defence, working in national security, cyber policy, and intelligence, and was awarded an MBE in 2013 for Services to Defence. Rachel holds an MA in Chinese Studies and an MPhil in International Relations from the University of Cambridge. She has lived and worked in the UK, South Africa, and China, and also serves as a trustee of the Hampshire & Isle of Wight Wildlife Trust, supporting environmental restoration and conservation.
