Oscar Chaves Marques

Oscar Chaves Marques is an engineer, environmentalist and economist specializing in sustainable infrastructure, environmental policy and development finance. He is also a member of the Project Management Institute and is currently expanding his knowledge, through specialized training, of refined solutions for climate science and sustainability, including AI systems. Oscar works proficiently across English, Portuguese, Spanish and French. He previously worked in the Projects Directorate of the European Investment Bank, where he strengthened environmental and social complaints monitoring, analyzed EU policy developments and developed data driven reporting tools. Before this, at Mott MacDonald, Oscar contributed to water and wastewater infrastructure, environmental assessments and major transport and flood resilience projects. His wider experience includes EU funded innovation through CERN IdeaSquare and open innovation initiatives in Kenya. He holds a B.Eng. in chemical engineering from the University of Sheffield, UK, and an M.Sc. in resource economics and sustainable development from the University of Bologna, Italy, with a focus on transition, circular economy, sustainable investments and environmental assessments, including an academic exchange at Tecnológico de Monterrey in Mexico City, where he worked on projects in a Latin American context.
