Nele leads the Knowledge Hub Digital at the European Commission, where she supports the EU's global digital cooperation and partnerships. With over two decades of experience in digital technologies and their societal impact, she has led public sector reforms and digital transformation in more than 40 countries across Africa, Asia, Europe, and the Middle East. As Estonia's former Ambassador for Digital Affairs, Nele established and managed the country's digital diplomacy, driving global multi-stakeholder engagement in areas such as data, AI, digital public infrastructure, and internet governance. She co-founded the GovStack Initiative and the GovStack Women in GovTech Challenge, which supported 140 women from 48 countries in 2023-2024. Nele is a member of the World Economic Forum's Global Future Council, the e-Estonia Council, and chairs both the Digital Cooperation and Diplomacy Network and the Global Standards Symposium. She holds a PhD in political and social sciences and continues to lecture on technology policy and digital foreign policy.
