Leah Rea AFHEA is a Ph.D. researcher in constitutional law and human rights at the Transitional Justice Institute, Ulster University. She is a Tutor in constitutional law at Queen's University Belfast. Interested in the relationship between international human rights law, foreign affairs, and multilateral institutions, Leah is President of Agora, the UK ECR foreign affairs thinktank, and leads its Democracy and Governance Research Programme. She is Head of the EST's Working Group on Human Rights. Passionate about the US-Irish relationship, particularly in the context of Northern Ireland, Leah was a NCAFP Next Generation Policy Specialist Northern Ireland programme Fellow (2024-2025) where she conducted research in how to change the policy approach to protecting and promoting Irish and Ulster Scots languages in Northern Ireland. She is a Ronald Coase Fellow at the Mercatus Center of George Mason University (2025-2026) and a former Frédéric Bastiat Fellow (2024-2025).
