Lahra Liberti is Head of Unit, Natural Resources for Development at the OECD Development Centre. Since 2013, she has led the Policy Dialogue on Natural Resource-based Development. The platform helps fossil-based and mineral-rich developing economies harness their natural resources for sustainable development, and transition to a low-carbon future in a just and equitable way. Since 2020, she coordinated the multi-stakeholder process for the Equitable Framework and Finance for Extractive-based Countries in transition (EFFECT), which was launched at COP27 and is now implemented in partnership with the African Development Bank. Previously (2007-2013), she led OECD work on responsible sourcing of minerals from conflict-affected and high-risk areas and contributed to the 2011 update of the OECD Guidelines for Multinational Enterprises. She is a qualified attorney in Italy. She holds a Ph.D. in International and European Law from the University of Rome "La Sapienza," Rome, Italy, and the University of Paris "Panthéon-Sorbonne," Paris, France.
