John Bellinger is a partner and co-chair of the Global Law and Public Policy group at Arnold & Porter. He is also Adjunct Senior Fellow in International & National Security Law at the Council on Foreign Relations. John served as the Senate-confirmed Legal Adviser for the Department of State from 2005-2009 and Senior Associate Counsel to the President and Legal Adviser to the National Security Council (NSC) at the White House from 2001-2005 in the George W. Bush Administration. John assists a broad range of U.S. and non-U.S. clients to resolve complex and politically sensitive issues and international legal disputes in the United States and around the world. John is a member of the Secretary of State's Advisory Committee on International Law. He is one of four U.S. Members of the Permanent Court of Arbitration in The Hague and a member of the U.S. "National Group", which nominates judges to the International Court of Justice. He is a member of the Council on Foreign Relations and the American Society of International Law and serves on the boards of directors of multiple organizations, including Salzburg Global. John delivered the Sixth Annual Lloyd N. Cutler Rule of Law Lecture in November 2016 entitled “ Law and the Use of Force: Challenges for the Next President." John is a graduate of Princeton University's Woodrow Wilson School of Public and International Affairs, and he holds an M.A. in Foreign Affairs from the University of Virginia and a J.D. from Harvard Law School.
