Joel Naoki Christoph

Joel Naoki Christoph is an economist and policy researcher working at the intersection of AI governance, digital policy, and international cooperation. His research focuses on incentive-compatible approaches to compute oversight, standards, and cross-border governance for advanced AI, with broader work spanning AI safety, semiconductor supply chains, and international governance mechanisms. Having lived and worked across Europe and Asia, including China and Southeast Asia, Joel brings a bridge perspective between Asian and European policy debates. He is also the founder of 10Billion.org, an initiative for global public goods. He held fellowships at Harvard Kennedy School, US, and the Economic Research Institute for ASEAN and East Asia (ERIA), in Jakarta, and has also worked with the Centre for the Governance of AI and Oxford’s Future of Humanity Institute, UK. Joel is a Salzburg Global Fellow who participated in Salzburg Global’s Capital Markets Program.
