Holly Milburn-Smith leads the Secretariat of the City Hub and Network for Gender Equity (CHANGE) in the Office of International Affairs for Los Angeles Mayor Eric Garcetti. CHANGE is the world's first network of global cities dedicated exclusively to advancing gender equity. Representing more than 57 million residents across five continents, CHANGE cities include Barcelona, Bogota, Buenos Aires, Freetown, London, Los Angeles, Mexico City, and Tokyo. Prior to joining the Mayor's team, Holly managed community-based development programs in NGOs throughout the U.S. and internationally. Holly received a B.A. from Transylvania University in her home state of Kentucky as well as a Master of Public Policy and Certificate in Public Financial Management from the University of Southern California (USC). She recently completed research for the TIME'S UP Foundation and USC's Sol Price Center for Social Innovation. In 2022, Holly was recognized by the Aspen Institute as a Rising Leader in National Security and Foreign Policy.
