Hatice Gökce Okandan is the co-founder of Culture Unleashed, based in Istanbul. An experienced international specialist in cultural policy, creative economy, and design management, Hatice Gökce works across public institutions, academia, and the cultural sector. She currently contributes as key expert to the INSPIRE Transformation of Creative Economy in Turkey, supporting the Ministry of Industry and Technology and local actors on strategy, governance, and capacity-building in line with EU programs. A long-standing consultant, Hatice Gökce has supported creative economy and cultural policy initiatives in Turkey, Kosovo, and various European contexts. She has designed and delivered learning and accelerator programs for creative entrepreneurs with partners such as the British Council, UNESCO, and 3dots. With many years of teaching and program leadership in cultural management and entrepreneurship at Istanbul Bilgi University and other universities, she has helped educate emerging cultural leaders. Her publications and advisory roles reflect a sustained commitment to culture’s role in sustainable and inclusive development.
