Ellirie Aviles is the founder and board chairperson of the Sigaw ng Kabataan Coalition (SKC), in Manila, a youth-led organization with special consultative status at the United Nations, dedicated to advancing civic engagement, open governance, and inclusive public policy. Ellirie is a Filipino civic leader and policy advocate with extensive experience at the intersection of technology, governance, and society. His work centers on scaling equitable digital governance, strengthening multi-sector collaboration, and empowering underrepresented voices across Asia. Under his leadership, SKC has mobilized networks of young changemakers and contributed to national policy dialogues on health, transparency, and public participation. Ellirie has also led key business functions at tech startups, driving strategic growth and client engagement in digital solutions for government and private sector organizations. He has completed advanced leadership studies with the Friedrich Ebert Stiftung Academy of Political Management, Philippines, and the PSIRU Summer School at the University of Greenwich, UK.
