Carlos Eduardo Cabral Carvalho is the General Coordinator of Energy and Mining at the Secretariat of Economic Reforms of the Ministry of Economy. From September 2018 to May 2023, Carvalho served as Superintendent of Generation Concessions and Permits at the Brazilian Electricity Regulatory Agency (ANEEL). From September 2008 to September 2018, he was an Advisor to the Board of Directors at ANEEL. Carvalho holds a bachelor's degree in electrical engineering from the Federal University of Amazonas (1991), a Master of Science in Water Resources and Environmental Management from UNESCO-IHE in Delft, The Netherlands (2004), and a postgraduate degree in Quality and Productivity Management from the Federal University of Rio Grande do Sul (1993).
