Andre served for thirty years as a judge on four courts: the United States Court of Appeals for the Fourth Circuit, 2009-2017; the United States District Court, 1995-2009; the Circuit Court for Baltimore City, 1990-1995; and the state District Court, 1987-1990. Upon graduating from law school, Andre served as a law clerk to two federal judges. Before he was appointed a judge, he had served as an appellate attorney for the Civil Rights Division for the U.S. Department of Justice and as an Assistant United States Attorney in Baltimore. In September 2017, Aandre retired from the bench and was appointed by the Mayor of Baltimore as City Solicitor. In that role, he headed the City Law Department, comprised of more than one hundred lawyers and support personnel, and serves as one of five members of the City's Board of Estimates, the municipal spending authority. He retired in 2020. He received a BA in American history from the University of Pennsylvania in 1971 and graduated cum laude from the University of Maryland School of Law in 1978. Andre is a Salzburg Global Fellow.
