Zoheb is a researcher at the Brazilian Center of Analysis and Planning (Cebrap) in São Paulo. He completed a postdoctoral fellowship at Cebrap in 2025 and holds a PhD in Development Studies from the University of Johannesburg (2019), where he remains a research associate. His work examines how public policies shape societal inequalities, with a recent focus on participatory approaches to policy design and evaluation as tools to promote equity. He is a member of the COMPLUS research consortium, a collaborative project involving researchers and communities in Mumbai, Bangalore, São Paulo, Fortaleza, Cape Town, and Gqeberha. COMPLUS designs, tests, and compares interventions to improve community participation in the governance of pluralistic primary care systems. The project addresses stark inequalities in cities where fragmented public and private health providers coexist, aiming to strengthen marginalized voices in health policy.
