Fan Wenzhong is the head of International Department at the China Banking Regulatory Commission (CBRC) in Beijing. He formerly served as deputy director at the Research Department of CBRC. The CBRC formulates supervisory rules and regulations for governing the banking institutions; it authorizes the establishment, changes, termination and business scopes of the banking institutions; and conducts on-site examinations and off-site surveillance of the banking institutions and takes enforcement actions against rule-breaking behaviour.
