Timothy Joseph G. Henares (Tim), from Bacolod, Philippines, is a Research Assistant in the Division of Public Policy at The Hong Kong University of Science and Technology (HKUST). He contributes to a Hong Kong Research Grants Council-funded project that analyzes motivations for sustainable consumption in Hong Kong. His work also investigates Chinese and Japanese infrastructure investments across Southeast Asia, focusing on energy systems, digital technologies, and media literacy. Tim's work appears in peer-reviewed journals (e.g., Energy Strategy Reviews, Energy Research & Social Science, Data in Brief) and policy outputs (e.g., AidData at William & Mary, Kyoto University, Philippine Navy). He has consulted for Pacific Forum, Asia Society, and ASEAN Foundation, among others. Previously, as Head of International Programs at the Philippine Dangerous Drugs Board, he coordinated drug prevention initiatives with partner countries and international agencies such as the United Nations Office on Drugs and Crime, ASEAN Secretariat, and the International Narcotics Control Board. He holds an MPhil in Environmental Science, Policy and Management from HKUST (2023), where he received the Asian Future Leaders Scholarship from Bai Xian Asia Institute (BXAI), and a BA in International Studies from De La Salle University (2019). He is a BXAI Scholar, Salzburg Global Fellow, and Pacific Forum Young Leader.
