Tiago Antunes
Secretary of State
Tiago Antunes currently serves as secretary of state of the Presidency of the Council of Ministers in the Government of Portugal. In this position, he coordinates and oversees the governmental law-making process. Before becoming a member of the Portuguese Government in 2017, he worked at the European Parliament in Brussels, both on constitutional and economic affairs. Previously, he had served as an adviser and then as chief of staff to the Secretary of State attached to the Prime Minister, in the Government of Portugal. In these positions, he had the opportunity to advise, among other areas, on energy and environmental policy and participated in international climate negotiation summits. Prior to that, he had worked as a lawyer at a major Portuguese law firm. As a legal scholar, Prof. Antunes has taught and researched in different fields of public law (mainly constitutional, administrative and environmental law), at the University of Lisbon. He has been a visiting research scholar at Roger Williams University, Rhode Island, USA and an associate research fellow of the Centre for International Sustainable Development Law (CISDL), Montreal, Canada. He is regularly invited to speak at seminars and conferences in Portugal as well as in Spain and Brazil. He has published several books, papers and articles on topics such as environmental market-based instruments, liability for environmental damages, the implications of the EU Lisbon Treaty on the environment and renewable energy certificates, among others. Prof. Antunes received his J.D. in 2001 and his Ph.D. from the University of Lisbon's School of Law in 2015.
