Thomas is an attorney-adviser in the Office of the Legal Adviser for human rights and refugees at the U.S. Department of State. In this position, Thomas has participated in matters before the International Court of Justice, appeared before the Inter-American Commission on Human Rights, and represented the United States at the U.N. General Assembly. At State, Thomas previously advised on legal issues related to public diplomacy and public affairs and international claims and investment disputes. Thomas holds a JD from Georgetown, a PhD in international law from Cambridge, an MsC in global governance and diplomacy from Oxford, and a BA in international relations from Johns Hopkins. In his spare time, Thomas enjoys cycling and writing on international law. He was a Cutler Fellow in 2013.
