Oleg Dzioubinski

Regional Adviser on Energy, UNECE, Switzerland / Ukraine

Oleg Dzioubinski is Regional Adviser at the Sustainable Energy Division, United Nations Economic Commission for Europe (UNECE) in Geneva since 2018. He provides advisory services, capacity building activities and manages projects in the area of energy upon requests from countries with economies in transition. From 2008 to 2018, he was Energy Efficiency Programme Manager at SED. He coordinated UNECE work on energy efficiency and facilitated regulatory and policy dialogue on barriers to improve energy efficiency. He initiated organization of the International Forum on Energy for Sustainable Development in 2010. He worked at the UN Department of Economic and Social Affairs and Department of Public Information in New York and UNECE Environment Division in Geneva. Before joining UN in 1997, he was a researcher at universities in Ukraine and United States; a TV journalist; and a program officer at US non-profit foundations in Ukraine. He has Master of Science in Mechanical Engineering (National University of Shipbuilding, Mykolayiv, Ukraine, 1986) and Master of Arts in Diplomacy and International Commerce (University of Kentucky, Lexington, KY, United States, 1994). Oleg is a Fellow of Salzburg Global Seminar.
