Luis Almagro was elected Secretary General of the Organization of American States in 2015 on a campaign of "More Rights for More People." Under his leadership, OAS has led regional initiatives including the Inter-American Human Rights System, the Mission to Support the Peace Process in Colombia, and the OAS Mission to Support the Fight against Corruption and Impunity in Honduras. As Secretary General, Mr. Almagro has championed democracy and human rights amid constitutional crises in Haiti, Venezuela, Bolivia and Nicaragua. Between 2010 and 2015, Mr. Almagro served as Uruguay's Minister of Foreign Affairs, leading the country's successful election to the United Nations Security Council. As Minister of Foreign Affairs, Mr. Almagro advocated for a stronger commitment to human rights in domestic affairs, supporting the repeal of Uruguay's 1986 Expiry Law, which granted amnesty for human rights violations under the country's former military dictatorship. Mr. Almagro has long been an advocate for refugees, and as Foreign Minister, he welcomed Syrian refugees and former detainees from Guantanamo Bay. In 2014, Mr. Almagro was elected to the Senate of Uruguay, a post he left to ascend to the office of OAS Secretary General. Also in 2014, Foreign Policy Magazine named him one of ten Leading Global Thinkers.
