Haluk Ilicak serves as Deputy Secretary General at the Secretariat General for European Union Affairs. In addition, since 2004, he also serves as deputy director general for the OSCE, Disarmament and arms control. Mr. Ilicak is the recipient of the Ouissam Alaouite de l'Ordre de Grand Officier of the Maroccan Kingdom and he has been named commandeur de l'Ordre du Mérite National by the Islamic Republic of Mauritania. Mr. Ilicak graduated from the University of Ankara and holds a certificate of attendance to the Defence and International Relations Course of the Royal College of Defence Studies, United Kingdom.
