Ms. Seats is a lawyer with 30 years of experience promoting rule of law, civic and democratic development in more than 20 countries. In Ukraine she implemented programs in the rule of law and access to justice spheres as well as managing electoral and anti-corruption portfolios for USAID. Ellen has led conferences and trainings in Sri Lanka, Afghanistan, Iraq, Ukraine, Kosovo, Myanmar, Colombia, Iran, and Georgia, as well as at USAID's DRG Officers' Conference in Washington, DC. and as an Adjunct Professor at George Washington University, Elliott School of International Affairs. She was twice recognized by USAID with Superior Honors Awards for outstanding leadership and dedication as coordinator of USAID's election assistance programs in Ukraine, in addition to receiving an Outstanding Performance Award for her leadership on Ukraine's Millennium Challenge Threshold Program. She is a proud graduate of the University of Michigan Business and Law Schools.
