Amb. Wolff is Of Counsel and Co-Chair of the International Trade Practice, Dewey & LeBoeuf LLP. He served as U.S. Deputy Special Representative for Trade Negotiations in the Carter Administration, Acting Head of Delegation to the GATT Tokyo Round Multilateral Trade Negotiations, after serving as a senior attorney dealing with international affairs at the U.S. Treasury. He is Chairman of the Board of the National Trade Council, Chairman of the Committee on Comparative Innovation Policy of the Science, Technology and Economic Policy Board of the (U.S.) National Academies, a National Associate of the National Academies, Chairman of the Board of the Institute for Trade and Commercial Diplomacy, a member of the U.S. State Department's Advisory Committee on International Economic Policy and the Advisory Committee of the Peterson Institute for International Economics; and served as Distinguished Research Professor at the Monterey Institute of International Studies (2010-2011). Recent publications include a study of China's renewable energy equipment policy, and China's standards policies for trusted computing. He has spoken and testified in recent years on U.S. trade policy, competitiveness and innovation issues, particularly with respect to China. He has participated in capacity building in Vietnam with respect to foreign investment and participated in the drafting of the Articles of Agreement of the African Development Fund. He is a graduate of Harvard College (AB) and Columbia Law School (JD).
