Andrew Muhire is the M&E and report lead specialist in Rwanda?s Ministry of Health. He worked before as head of the Health Management Information System (HMIS) for the Ministry of Health and as HMIS technical specialist. Andrew served as a member of the task team that supported the Ministry of Health in Rwanda to develop the first web-based system currently used for data collection and planning at all levels. He was deeply involved in the process of customizing and upgrading the health information system and led the process of its implementation countrywide. He also served as consultant for the initial development of health management information systems in different countries (e.g. Zambia, Sudan) and facilitated academies in Malawi, Uganda, Zambia and Tanzania. He is now overseeing and promoting data use across the health sector in Rwanda. He is leading the implementation of eHealth applications in collaboration with various development partners and other government stakeholders. He coordinates all health events publications in HMIS and evaluates all of the sector priority indicators by advising for new strategies. Andrew earned a degree in computer science from the National University of Rwanda and is pursuing a global master?s degree in field epidemiology and laboratory management, with specialized training in health management information systems from the University of Oslo, Norway. He is a Fellow of Session 548 The Promise of Data: Will this Bring a Revolution in Health Care?.
