After a career as a secondary school teacher and Headteacher and in national education roles, Graham has worked in the youth justice field in England and Wales (UK) for the past twenty years .. finding practical actions to analyse then address violence, exploitation, overrepresentation and finding how to take a children's rights approach to this work. This includes supporting approaches to restorative justice and more recently trauma informed practice. Graham is chair of a local multi agency YJ board in the city of Cardiff bringing police, education, social care and health together with other local partners to reduce and has worked in similar Boards in London and advised others on improving effectiveness of strategy and practice. Graham is a Salzburg Global Fellow.
