King-yu Chang is chairman of the Mainland Affairs Council at the Executive Yuan, Taipei, and professor at the Graduate School of International Law and Diplomacy, National Chengchi University. He also served as director-general of the Government Information Office and as Government Spokesman, and as director of the Institute of International Relations of National Chengchi University. From 1989 to 1994, Dr. Chang was the president of National Chengchi University, and then served as Minister of State at the Executive Yuan from 1994 to 1996. His main publication is International Politics & International Relations. He received a B.A. in law from National Taiwan University; an M.A. in diplomacy from National Chengchi University; and M.C.L and Ph.D. degrees from Columbia University, New York.
