Susan Biniaz

Climate Adviser, Department of State

Sue Biniaz, a former Deputy Legal Adviser at the U.S. Department of State, was the lead climate lawyer and a negotiator from 1989 to early 2017. In that capacity, she participated in the negotiation of all the major climate instruments, including the UN Framework Convention on Climate Change, the Kyoto Protocol, the Copenhagen Accord/Cancun agreements, and the Paris Agreement. After leaving the State Department, she became a Senior Fellow at the UN Foundation, a visiting lecturer at the University of Chicago, Columbia, and Yale, and a consultant to several think tanks and NGOs. She recently returned to the State Department to support Special Presidential Envoy for Climate John Kerry. She received a B.A. from Yale and a J.D. from Columbia.
