Since 2001, Martin has specialized in penal reform consultancy in transitional and developing countries. He has completed over 30 prison and probation projects either as team leader or senior expert in Eastern Europe and the Western Balkans. His main interest is to persuade leaders of the justice sector that reform and rehabilitation of offenders through community-based programs is generally more effective in achieving community safety than incarceration. Martin has achieved results in justice-sector strategic planning, research on effectiveness, testing practical methods, staff training and organizational development. His main clients have been the European Union, Council of Europe, Department of International Development (DFID) and the Organization for Security and Co-operation in Europe (OSCE). In 2002 he was appointed a justice consultant to the U.K. DFID. Prior to this he worked as a senior manager in offender supervision and crime prevention agencies in the U.K. and on prison regime development in the U.K., South Africa and Australia. Martin received his Bachelor's degree in engineering from the University of Cambridge and a second Bachelor's degree in philosophy and offender management from the University of Exeter.
