Elaine White

International consultant on legislative modernization, human and democratic security issues in Central America; former Vice Foreign Minister of Costa Rica, San Jose

Elaine White is an international consultant on legislative modernization, human and democratic security issues in Central America, and the challenges of achieving the Millennium Development Goals for the population of African descent. She has also served as research coordinator of the Costa Rica Human Development Report and is the former vice foreign minister of the Ministry of Foreign Affairs of Costa Rica. Ms. White is a member of the International Center for Human Development. She holds an M.A. in international policy studies from the Monterey Institute of International Studies, California, USA; and a degree in international relations from the Autonomous University of Central America in San Jose, Costa Rica.
