David Molchany

Chief Information Officer, Fairfax County Government, Commonwealth of Virginia

David MOLCHANY is a deputy county executive and the chief information officer for the Fairfax County Government in Fairfax County, Virginia. He is responsible for the management of all aspects of information and technology needed to support the county government and its constituents. He directs the efforts of over 1300 employees in the Department of Information Technology (DIT), the Fairfax County Public Library & Archives, and the Department of Cable Communications and Consumer Protection. Mr. Molchany is responsible for county-wide Health Information Privacy and Accountability Act (HIPAA) compliance. He also works directly with the Office of Public Affairs and the Fairfax County Economic Development Agency. In his work for the county he is also responsible for the county's e-government program, which includes the county's internet Website, multimedia kiosks, integrated voice response systems, mobile access, Access Fairfax Center, text based alerting and the government cable television channel. At Fairfax County, Mr. Molchany has also served as the chief technology architect, assistant director of the Department of Information Technology, and director of the Business Systems Division. He serves on Virginia's Council on Technology Services and the Virginia General Assembly's Advisory Committee on Integrated Government for its Joint Committee on Science and Technology, and represents US state and local government on the US Federal CIO Council. Mr. Molchany holds a B.S. in marketing and computer science from Juniata College in Huntingdon, Pennsylvania.
