David Hannay is a member of the House of Lords and the European Select Committee. He is also the former UK special representative for Cyprus. He has held several posts in the British Foreign Service, including appointments in Brussels as second and first secretary at the United Kingdom Delegation to the European Communities. He served as the UK permanent representative to the United Nations, and from 1996 to 2003, he was the British Government's Special Representative for Cyprus. Lord Hannay was made Knight Grand Cross of the Order of St. Michael and St. George. He is a senior fellow of the Salzburg Global Seminar and has served as a faculty member for several seminars.
