CARLOS AFONSO is chairman of the Executive Board of the Association for ProgressiveCommunications in Rio de Janeiro. He has been involved in several national and international communications projects as a technical consultant. In 1981, Mr. Afonso co-founded the Brazilian Institute of Social and Economic Analyses, a leading civil society organization that created and continues to facilitate Brazils Campaign Against Hunger, as well as a number of other initiatives against poverty and social injustice. In 1989, he led the development by an NGO of the first Internet service in Latin America. He is the author of numerous books and articles on communications, social issues, and the Internet. Mr. Afonso received an M.A. in economic development from YorkUniversity, Toronto, Canada, where he also pursued doctoral studies in social andpolitical thought. He was a faculty member at Salzburg Seminar Session 351, Non-Governmental Organization: Leadership and Civil Society, in 1997.
