James Low is principal researcher with the Institute of Governance and Policy, Civil Service College (CSC), Singapore. As part of a team working to enhance the understanding of governance and policy-making in the Singapore Public Service, James is responsible for developing curriculum and training public service officers. He specializes in the use of case study as a methodology to draw out lessons in Singapore's public service experiences and facilitate reflection and learning among public officers. James' research areas include public governance, particularly whole-of-government and inter-agency coordination, crisis management, and international relations. His Ph.D. thesis at the Australian National University examines the role of training and executive development in the reforms of the Singapore Public Service.
