Jennifer Wallace is head of policy at the Carnegie UK Trust, an independent endowed foundation based in Scotland. An experienced public policy researcher and analyst, her work in the public and voluntary sector has led to positive change in legislation, policy, and practice. A prolific writer, she has authored more than 40 reports and recently published her first solo-authored book Wellbeing and Devolution. Key areas of interest include community empowerment, user focus in public services and measuring wellbeing. Jennifer holds degrees from the University of Edinburgh (M.A. Hons) and the University of Glasgow (M.Phil.). She is a member of the Research Excellence Framework 2021 Main Panel for the Social Sciences and a voluntary board member with a community housing association.
