Vladimir Milov

President, Institute of Energy Policy, Moscow; former Deputy Energy Minister of the Russian Federation (invited)

Vladimir Milov has served since November 2002 as head of the independent Institute of Energy Policy in Moscow, and also serves as a team expert at the Center for Strategic Research, Russian Federation. During the past ten years, Mr. Milov has worked for a variety of institutions within the Russian energy sector, including the Federal Energy Commission of Russia from 1997 to 2001. In December 2001, as an author of the Power Sector Reform Legislation, Mr. Milov was appointed adviser to the Minister of Energy of the Russian Federation. From May to October 2002, he served as deputy minister of energy of the Russian Federation and was responsible for management of the structural reforms within the Russian energy sector, development of the national energy strategy, and privatization issues. From 2002 to 2005, Mr. Milov was a member of the Strategy and Reform Committee under the Board of Directors of the Russian power monopoly, RAO UES, and, from 2003 to 2004, took an active part in development of the Russian transport strategy. Mr. Milov has authored numerous conceptual publications and research papers related to Russian energy and infrastructure problems, and is one of the most frequently quoted experts on energy in the Russian press. He is a graduate of Moscow Mining University in 1994.
