Beate Winkler is interim director of the European Union Agency for Fundamental Rights (FRA) in Vienna, which was formerly known as the European Monitoring Centre on Racism and Xenophobia, where she was appointed as the first director and was reappointed to the position in 2002. She has been working in the field of migration, integration, and discrimination for more than twenty-five years and was the first female director of an Agency of the European Union. From 1981 to 1996, she was the principal advisor of the Federal Government's Commissions for Foreigners' issues in Germany. Dr. Winkler has numerous publications on inter-cultural issues in magazines, specialist literature, and weeklies such as Die Zeit. She is also the editor of a number of books published by various publishing houses on migration, integration, intercultural dialogue, and xenophobia. Dr. Winkler holds a doctorate in law from University of Cologne, Germany.
