SHIU Sin Por is the executive director of the One Country Two Systems Research
Institute, Hong Kong. Mr. Shiu is a council member with the National Association
for Hong Kong and Macao Economic Research, and a member of the Hong Kong
Institute for Infrastructure Development. From 1994 to 1998, Mr. Shiu served as a
member of the consultative committee on the new Hong Kong airport. He was the
deputy secretary general of the consultative committee for the basic law of the
Hong Kong Special Administrative Region (SAR) of the Peoples Republic of China
from 1985 to 1990. In this role Mr. Shiu advised the Chinese National Legislature
on drafting the mini constitution of Hong Kong after British rule. From 1996 to
1997, he was deputy secretary general of the Preparatory Committee for the Hong
Kong SAR. He has conducted extensive research on the basic law, the mini
constitution for Hong Kong under Chinese rule, and on the transitional process
before and after 1997. In 1998, Mr. Shiu was awarded the Silver Bauhinia Star for
his public services. Mr. Shiu attended the University of Wisconsin, Madison, and
pursued graduate studies in industrial and labor relations at Cornell University, Ithaca,
New York.
