Stacy Baird is an attorney and advisor to businesses and governments on information technology and intellectual property (IP) public policy issues. Stacy is Consulting Director at the Singapore-based consulting firm TRPC. He serves as Executive Director of the US-China Clean Energy Forum Intellectual Property Program where he addresses technology transfer and IP licensing in the context of bilateral clean energy technology commercialization. Stacy served as Senior Policy Advisor to U.S. Senator Maria Cantwell, and previously to U.S. Congressman Howard Berman, on controversial issues related to IP and the then-nascent Internet. He worked as a music recording engineer with clients including Madonna, Stevie Nicks, Elvis Costello, Brian Eno, and Francis Ford Coppola. He has held appointments as Visiting Scholar at the University of Southern California College of Letters, Arts and Sciences and Visiting Fellow at the University of Hong Kong Faculty of Law. Stacy holds a B.A. in radio and television communication from San Francisco State University and a J.D. from Pace University. He is a Fellow of Salzburg Global Seminar.
