R. Spencer Oliver is secretary general of the Organization for Cooperation and Security in Europe (OSCE) Parliamentary Assembly in Copenhagen. From 1985 to 1993, he was chief counsel to the Foreign Affairs Committee in the House of Representatives. In 1987, he served as associate counsel to the House Select Committee investigating covert arms transactions with Iran; and in 1989, Mr. Oliver served as congressional staff adviser to the United States Delegation to the 44th United Nations General Assembly. From 1976 to 1985, he was staff director and general counsel of the United States Congressional Commission on Security and Cooperation in Europe. Mr. Oliver served in senior diplomatic positions during the permanent Conference on Security and Cooperation in Europe (CSCE) meetings in Belgrade, Valletta, Montreux, Athens, Stockholm, Ottawa, Budapest, and Berne. From 1980 to 1983, he was deputy head of the US Delegation to the CSCE Madrid Review Meeting. He received a B.A. in government from Texas Christian University, and an LL.M. from the George Washington University School of Law, Washington, DC. Mr. Oliver is a former Salzburg Seminar Board Member, and served on the faculty of Session 315, American Foreign Policy: President Clinton and Beyond, 1994; and Session 385, Europe in the Global Community: Economics, Diplomacy, and Security, 2001.
