Peter Leuprecht is currently working for the Department of Justice in Ottawa and as a visiting professor at the Law Faculty of McGill University as well as at the Département des Sciences Juridiques de lUniversité du Québec à Montréal. From 1958 to 1961 Dr. Leuprecht was assistant lecturer in public law at Innsbruck University in Austria. He entered the Secretariat General of the Council of Europe in 1961. From 1976 to 1980 he served as secretary of the Committee of Ministers, and then from 1980 to 1993 became director of Human Rights. He was elected deputy secretary general of the Council of Europe in 1993. Dr. Leuprecht has taught in France at the Institute of Political Studies, and the Institute of Advanced European Studies, University of Strasbourg, at the European Center, University of Nancy, and at the European Academy of Law in Florence, Italy. Dr. Leuprecht was awarded the Prix du Civisme Européen in 1991. He received his doctor of law at the University of Innsbruck in Austria.
