Penny Foley (co-chair), is deputy director of the Joint Enrichment Program (JEP) in Johannesburg, South Africa. JEP has been developing innovative programs for youth at risk since 1986 and Ms. Foley has played a key role in developing, implementing; and monitoring the impact of these programs. She has participated in a task team of the South African National Youth Commission to develop policies for a national youth service program, and has also worked closely with the Department of Education and Welfare to replicate JEP programs. Ms. Foley is particularly interested in the development of effective methodologies for working with youth at risk. She holds a B.A. in history and geography and a diploma in education in history and geography, Monash University, Melbourne, Australia; and is currently pursuing an M.A. in development studies, Deakin University, Victoria, Australia.
