Olga CHEPLIANSKAIA is associate expert for Energy Efficiency 21 at the Sustainable Energy Division of the United Nations Economic Commission for Europe (UNECE). UNECE’s objectives are to enhance regional cooperation on energy efficiency market formation, develop investment projects that reduce greenhouse gas emissions in economies in transition, accelerate regional networking between national participating institutions and international partners on financing energy efficiency projects and training, and to contribute to regional cooperation on sustainable energy development. Ms. Chepelianskaia also works closely on the Financing Energy Efficiency Investments for Climate Change Mitigation program of the UNECE, a program focusing on twelve Southeast European and Eastern Europe, Caucasus and Central Asia countries to enhance their energy efficiency, diminish fuel poverty arising from economic transition and provide a pipeline of new and existing projects to dedicated public private partnership investment funds that can provide up to US$ 500 million of debt, equity or both to project sponsors. Before joining UNECE, Ms. Chepelianskaia was an economist at the Embassy of France to the Russian Federation in Moscow and received an advanced degree from the University Sciences Po in Paris.
