MIKLÓS MARSCHALL is presently on a study leave after serving as founding executive
director of CIVICUS: World Alliance for Citizen Participation, a global alliance of
NGOs, foundations and other civil society organizations in eighty-five countries
established to promote the emerging third sector worldwide. Before assuming this
position in April 1994, Dr. Marschall served as deputy mayor of the city of Budapest
for three years, where he founded a number of programs and projects to promote
activities in culture, education, child welfare, and tourism. He serves on several expert
committees of the Council of Europe, and also on the Hungarian National UNESCO
Committee. He was an early advocate of the third sector in East and Central Europe.
Dr. Marschall graduated from the Karl Marx University of Economic Sciences in
Budapest in 1977, and received his doctorate from the same university in 1984. A
Fellow of Session 252 in 1986, Dr. Marschall served on the faculty of Seminar Session
317, Non-Governmental Organizations in Democratic Societies: Roles, Responsibilities and Obligations,
1994, and co-chaired the Special Session Philanthropy: The Culture of Giving, 1997.
