Tony Miller is the permanent representative of the Hong Kong Special Administrative Region of China to the World Trade Organization. He joined the Hong Kong Government in 1972 as an administrative officer, and served as private secretary to Governor Sir Murray MacLehose from 1979 to 1982. Appointed deputy director of trade in November 1986, he became information coordinator in the Chief Secretary's Office in 1989. As director-general of trade in March 1993, he was Hong Kong's Chief Negotiator in the closing year for the Uruguay Round. Subsequently, he served as director of housing and chief executive of the Housing Authority from July 1996, and permanent secretary for Financial Services and the Treasury from July 2002. Mr. Miller is a graduate of the School of Oriental and African Studies, London, and the John F. Kennedy School of Government, Harvard University, Massachusetts.
