Dunja Mijatovic was the Representative on Freedom of the Media for the Organization for Security and Co-operation in Europe (OSCE) from 2010 to 2017 and the highest-ranking woman free-expression advocate in the world. Mijatovic's first position in the free media arena came as one of the founders of the Communications Regulatory Agency of Bosnia and Herzegovina in 1998 when she helped create a legal, regulatory and policy framework for media in that complex, post-war society. In 2007 she was elected President of the European Platform of Regulatory Agencies, and also chaired the Council of Europe's Group of Specialists on freedom of expression and information in times of crisis. For more than two decades Mijatovic has worked on human rights, media law and regulation and institution building in states in transition. She has addressed conferences at venues across the OSCE region and has been awarded several prizes for her work, including the Médaille Charlemagne in 2015. She holds a joint Master's degree in European Studies from the University of Bologna, the London School of Economics, the University of Sarajevo and Sussex University.
