Leonardo Cubillos-Turriago

Senior Health Specialist, World Bank Institute Health Systems Practice, Washington, DC

Leonardo Cubillos is a senior health specialist at The World Bank Institute (WBI). He has focused on health insurance and human rights in India and Latin America. Prior to joining the WBI, he was director general of the Health Insurance for the Poor Scheme - the 'Subsidized Regime' that insures 23 million, and often served as acting vice minister at the Ministry of Social Protection in Colombia. He has also extensively worked in the strategic planning of several public and private organizations devoted to health technology assessment, access to pharmaceuticals and pharmacoeconomics. He serves on the Editorial Advisory Board of the scientific journal of the International Society for Pharmacoeconomics and Outcomes Research, and enjoys exploring his passion about applications of information technology to improve social policy. Dr. Cubillos is an M.D. with an M.B.A. from Universidad del Rosario Colombia, and holds an M.P.H. from Harvard University He most recently served as faculty member at Session 500, Realizing the Right to Health: How can a rights-based approach best contribute to the strengthening, sustainability and equity of access to medicines and health systems?, in 2012.
