John Biehl

Director of the Colombia and the Andean Region, International Crisis Group

John BIEHL DEL RIO is a senior exectutive at the International Institute for Democracy and Electoral Assistance in Stockholm, and an international consultant. He is a former minister of the presidency, and former Chilean ambassador to the United States during the Frei regime from 1994 to 2000. Mr. Biehl del Rio worked with the United Nations Development Program for more than fifteen years and was a close associate and adviser to the former president of Costa Rica, Oscar Arias, with the Central American Peace Program. Mr. Biehl del Rio has been a development adviser in Mexico, Honduras, Costa Rica, Panama, Peru and Colombia. He writes frequently on issues of democratic development and violence, and has directed numerous research projects on conflict resolution in the Latin American region. Mr. Biehl del Rio has been an invited professor in Latin American studies at numerous universities throughout the United Sates and the United Kingdom. He received a B.A. in law from the Catholic University of Chile, Santiago; an M.A. in national development and social studies at The Institute of Social Studies, The Hague, The Netherlands; and an M.Sc. in political science from the University of Essex in the United Kingdom.
